POSITION OVERVIEW

The Vice President, Federal Relations will lead federal government affairs and collaborate with internal teams to meet objectives for governmental relations and actions at the federal level.  The candidate will collaborate with the Vice Presidents, Government Relations for the Americas, for EMEA, and for Asia-Pacific. The position seeks positive outcomes for RCG through advocacy before the U.S. Congress and with the Executive Branch. The role is responsible for identifying public policy priorities, shaping policy/advocacy messaging, and devising and implementing federal affairs strategies to advance RCG’s legislative and regulatory agenda.  In conjunction with other industry leaders, this role is responsible for lobbying Congress in support of or in opposition to certain legislative or regulatory actions; for educating Members and staff on the benefits of the cruise industry to the US economy; and for seeking opportunities to improve industry visibility with key legislators and policymakers.  

 

RESPONSIBILITIES

  • Develop creative government affairs strategies to ensure RCG’s business interests in the United States are well supported by effective government affairs contacts in Congress and with Executive Branch agencies.
  • Build strong relationships with business leaders and organizations, working pro-actively to exchange information about political, legislative and regulatory developments impacting RCG in the United States.
  • Participate in the Cruise Lines International Association (CLIA) Government Affairs Committee and the CLIA Political Action Committee, identifying opportunities most appropriate for coordinated action across the industry.
  • Foster and sustain relationships with federal elected officials, administrators and industry peers.
  • Collaborate with contract lobbyists at the federal level and ensure RCG’s compliance with all aspects of the Lobbying Disclosure Act.
  • Develop and maintain strong relationships with internal partners – particularly the Executive Leadership Team to gain an understanding of their needs and deliver the outcomes they expect for the company.
  • Establish credibility with government officials, by advancing RCG’s “Above and Beyond Compliance” corporate philosophy with lawmakers and regulators.
  • Evaluate pending legislation and proposed regulations which may have impact on the company and prepare timely communications for senior management in defining an RCG position.
  • Partner with RCG’s’ Corporate Communications and Community & Destinations Engagement departments regarding public positioning on business initiatives with groups that engage government officials.
  • Provide leadership and oversight in initiating projects that will positively impact the company’s relationship with lawmakers including arranging educational ship tours for Member of Congress and their staff to better understand the safety, security, public health and environmental measures in place onboard our vessels.
  • Recommend and monitor executive campaign contributions to candidates and PACs for compliance with all federal election campaign requirements

 

QUALIFICATIONS

  • Minimum of 10 years of federal government relations experience.
  • Proven strong, productive relationships and credibility with Members of the US Senate, the US House of Representatives and relevant federal agencies, e.g., the US Centers for Disease Control and Prevention, the US Coast Guard, US Customs and Border Protection, the Federal Maritime Commission, and the Environmental Protection Agency.
  • Previous lobbying experience and Juris Doctor degree preferred

  • Demonstrated experience developing and successfully advancing policy initiatives
  • Strong executive presence: ability to interact effectively at the highest level of an organization and the savvy to communicate and synthesize complex issues crisply and convincingly
  • Superior advocacy skills and proven ability to gain the respect of, and build a rapport with, multiple constituencies, internally and externally
  • Excellent communication skills and public speaking ability
  • Experience within the cruise, transportation or travel and tourism industry preferred
