Manager, Master Planner

Master Planner/Estimator is entrusted to produce, focus and advance planning and development strategies to best drive Fleet Modernization and Newbuild long-term development objectives. As part of this group, the Master Planner/Estimator drives the planning vision.  



  • Build plans/schedules for multiple projects simultaneously that roll up into a portfolio view. 
  • Manage project and portfolio plans/schedules, including resource assignments, resource loads (manpower, man-hours, costs, etc.). 
  • Establish daily/weekly/monthly reporting process to measure planning performance and report those in a timely manner.  Reports are to utilize standard Project Management metrics (hours expended, hours earned, earned progress, actual progress, ahead or behind schedule, etc.). 
  • Provide schedule at different levels of detail (Levels 1, 2, 3). 
  • Standardize scheduling software formats across users, suppliers, and external design firms to allow for multiple external schedules to be consolidated into a portfolio or single project assessment. 
  • Train users in methodology and systems, as required. 
  • Develop a scheduling team and department. 
  • Provide risk assessments, relative to schedule adherence impact on program or project.       
  • Establish and maintain an estimating software discipline that provides budget costs for new and refurbished spaces associated with the Fleet Modernization and Newbuild programs.  
  • Read / analyze and interpret construction plans and specifications to determine required quantities from a set of site work drawings/blueprints/specifications. 
  • Establish and continuously improve a systematic forecasting, production/project scheduling process.    
  • Must be willing to travel as required by project (probably 0—30%). 



  • Bachelor’s degree or equivalent from an accredited university with a concentration in engineering, naval architecture, project management or related field.  
  • PMP certification a plus 
  • Estimating experience, a plus 
  • 10 years project planning and best practice development following a standardized project lifecycle process 
  • Experience managing full project lifecycles in some of the following: construction, manufacturing, plant repair/maintenance, and production control. 
  • Ship or land construction experience required. 



  • Strong leadership skills and proven experience in leading a small to medium size team of professionals. 
  • Software: Proficiency in MS Project, Word, Excel and PowerPoint required.  
  • Solid written and verbal communication skills.  Must communicate at all levels of the organization.  
  • Excellent interpersonal skills, communicate in a multicultural environment with all levels of employees and management. 
  • Detail oriented with excellent analytical, financial and spreadsheet modeling skills.   
  • Ability to multi-task in a fast-paced environment. 
  • During drydocks, extensive travel required.
